Horton 4 offers economic services to regulators, regulated utilities and companies for whom regulation may be considered or competition analysis relevant.
These include all aspects of price control (such as efficiency, cost of capital, asset base, etc.), competition analysis, industry reorganisation, market opening, business separation and more general economic analysis ranging from macroeconomics to consumer protection.
|
Horton 4 provides mainly the services of Geoffrey Horton, who has gained experience in industries such as electricity, financial services, rail, pharmaceuticals, gas, and bus transport in many different jurisdictions. However, his acknowledged expertise in economic regulation and competition analysis is applicable to all industries.
For larger projects Horton 4 forms consortia with partner organisations who may be individual associates, other economic consultancies, or accountancy firms such as PKF.
